Vehicles are the Czech EPR outlier: no register, no annual report, no recycling fee on an invoice. The producer instead guarantees free take-back, and the last owner pays nothing to hand a car in.

Over six million vehicles reach the end of their life in Europe every year, and Directive 2000/53/EC makes producers responsible for them. Vehicle manufacturers and importers fund free take-back in every EU market.

No certificate, no de-registration

The certificate of destruction from an authorised facility is the control point. Without it the vehicle cannot be de-registered, so the tax and insurance liability stays with the last owner.

The Czech vehicle exception

End-of-life vehicles EPR in Czech Republic costs nothing at the register, because there is no register entry. Vehicle producers are the one selected-product group deliberately excluded from Seznam výrobců by Act 542/2020 §8(2).

That makes vehicles the odd stream in Czech EPR. Electronics, batteries and tyres all register in Seznam výrobců. Vehicles do not.

The Czech definition of a vehicle producer

The producer is the manufacturer that places vehicles on the Czech market or the professional importer that first brings them into Czechia. There is no small-producer exemption.

The obligation is structural rather than administrative, and a non-established importer would need a Czech establishment or authorised representative to carry it.

Where the money goes in Czech Republic

The duty is not a tonnage report or a recycling fee on an invoice. Instead, the vehicle producer must ensure a free nationwide take-back network for end-of-life vehicles and treatment at authorised facilities (autovrakoviště).

Enforcement and what changes in Czech Republic

Enforcement is through the Czech Environmental Inspectorate (ČIŽP), which inspects compliance with Act 542/2020.

The forward picture is a moving one. The new EU ELV Regulation cleared the European Parliament on 18 June 2026 but awaits Council sign-off and is not yet in force. Directive 2000/53/EC and the Czech Part-3 model still govern.
