Does German WEEE EPR apply to you

Start with the day the market closed. Since 1 July 2023, marketplaces may not list unregistered electronics producers and fulfilment providers may not ship for them, so a gap in WEEE EPR in Germany kills the listing and the logistics at once.

The edge case catches more sellers than the rule. Sell a device with a built-in battery and you are two producers at once: a WEEE producer for the device and a battery producer under the BattDG, with batteries in Germany requiring their own registration.

The scope itself is open, and has been since 15 August 2018, with reporting split across six equipment categories. Every device carries the crossed-out wheeled bin, there is no quantity threshold, and nothing may ship before the Registrierungsbescheid exists.

Registration done means reporting starts, and the German rhythm is unusually fast.

Quantity reports are due monthly, by the 15th of the following month, on top of annual reports by 30 April. Most EU markets never ask for a monthly beat.

The annual filing covers the full life of the equipment, from exports and take-back quantities to what was prepared for reuse, recycled or disposed of, per category.

The cost picture in Germany

The register itself is the cheap part. stiftung ear charges administrative fees per brand and equipment type, an example rate being 9.50 euros net for a registration.

The real money sits in the take-back, priced by category and weight through your own arrangements. No official German or EU-wide rate exists, so treat any quoted number with suspicion.

The guarantee binds capital too. Producers of household equipment prove it every calendar year, as a bank guarantee, a deposit or participation in an approved financing system, and purely B2B equipment settles take-back by agreement instead.

The authorised representative route in Germany

A producer without a German establishment cannot register at all. § 8 ElektroG makes a German-based authorised representative mandatory, and the representative holds the registration in their own name.

That is the exact mirror of packaging in Germany, where the LUCID registration is personal and cannot be delegated. Germany runs both extremes, depending on the stream.

The dates ahead for WEEE in Germany

The pressure point is the collection target. The EU expects 65 percent of electronics placed on the market to come back, and in 2022 only three member states managed it.

Change is investigative rather than legislative for now. The Commission opened an evaluation of the WEEE Directive in July 2025, a direction of travel rather than new law, and nothing on the EPR in Germany calendar changes the monthly rhythm yet.
