What counts as electronics in Belgium
WEEE EPR in Belgium starts from the product. The regional rules transpose the EU WEEE Directive (2012/19/EU), and you report against its six equipment categories, from temperature-exchange appliances to small IT.
You are a WEEE producer here if any of these fit:
- You place electrical or electronic equipment on the Belgian market as a maker, importer or own-brand seller.
- You sell EEE online to Belgian consumers from abroad.
- Your product has a built-in battery, which also makes you a battery producer under the EU Battery Regulation.
There is one carve-out. If you sell only electro-appliances made by a Belgian company, that manufacturer carries the take-back obligation and you need not be a member. Solar PV panels sit under a separate regional route (PV CYCLE Belgium).
Joining Recupel and BeWeee in Belgium
Compliance runs through two bodies. You join Recupel, the producer responsibility organisation for all three regions, by signing the Entry Agreement on its registration portal with your activity, company details and contacts.
Producers based outside Belgium add an addendum designating a Belgian authorised representative. Your put-on-market and e-waste reporting then runs through the separate BeWeee register.
Cost sits with Recupel, published as per-appliance tariffs across six categories, each split into household and professional. Household appliances carry an all-in contribution covering collection, processing and operations, shown separately on the invoice.
Professional appliances carry an administrative contribution only. There is no eco-modulation language, and the exact amounts follow the dated tariff tables.
What and when you report in Belgium
Reporting has a two-track subtlety worth flagging. Declarations to Recupel are one track, and the annual report to the three regional governments through BeWeee is another.

The regional split within that July window (1 July for Flanders, 31 May for Brussels and Wallonia) appears in a BeWeee search snippet but is not page-verified, so the firm date to hold is "before July".
Enforcement in Belgium
Enforcement is real and visible. The three regional authorities (OVAM in Flanders, SPW in Wallonia, Brussels Environment in Brussels) target free riders, and OVAM works stepwise, informing first and taking measures on serious or repeated violations.
In its 2025 upstream sweep it contacted 113 companies and found 72% in violation.
Other duties stack on top. Household equipment needs a financial guarantee at placing, every device must carry the crossed-out wheeled-bin symbol, and a device with a battery pulls you into batteries in Belgium too.
