What WEEE compliance costs in Romania
WEEE EPR in Romania has the highest compliance barrier in this country. Registration in the national EEE producer register at ANPM (also referred to as ANMAP) is a precondition for placing electronics on the market.
Registration costs a one-off 500 lei fee. The real cost is the scheme fee per category and weight, set by the collective scheme you join (ECOTIC and others). No official Romanian fee amount is published.
For household EEE, a financial guarantee adds a layer: you must show that the cost of future waste management is covered, whether through scheme participation, recycling insurance, or a blocked bank account.
Who the WEEE rules hold responsible in Romania
Check whether you are a producer under OUG 5/2015:
- You manufacture electronics sold in Romania
- You import electronics into Romania
- You sell electronics under your own brand
- You are a distance seller shipping electronics to Romanian end-users
- You rebrand electronics for the Romanian market
No small-seller exemption exists. Register before placing even one unit on the market. A device containing a battery also triggers the separate battery register at ANPM, so one product can mean two registrations.

No specific filing deadline is published beyond the general annual cycle. Every EEE must carry the crossed-out wheeled bin symbol (EN 50419).
Selling into Romania from abroad
A producer in another EU country that sells electronics at a distance direct to Romanian users is itself the producer and registers in the EEE producer register. It may appoint an authorised representative established in Romania, but it does not have to: Law 127/2024 removed the old rule that had distance sellers register through one (OUG 5/2015 art 38 and 40). For a producer outside the EU the law gives no clear route, so check it with ANMAP.
Selling without a registration number means selling without a precondition for market access.

The European Commission opened an evaluation of the WEEE Directive in July 2025. Revision is the direction of travel, but not law yet. The current collection target is 65% of EEE placed on market, and in 2022 only three EU member states met it.
