How registration works for WEEE in Bulgaria
WEEE EPR in Bulgaria is the country's most mature electronics stream, with roots back to 2006 and the current ordinance in force since 1 January 2014.
A producer registers in the НИСО public register (ЗУО чл. 45, ал. 1, т. 3) using form Приложение № 38 and either joins a recovery organisation or pays a product fee.
The registration form requires a qualified electronic signature (КЕП) and must be filed within one month of starting the activity. ExEA publishes the register data on the ИАОС site.
An authorised representative is available under ЗУО чл. 14а for EU-established producers, but it is optional.
Whether a non-EU distance seller must appoint one under the WEEE ordinance has not been confirmed.
Before you can sell electronics in Bulgaria
You are obligated if any of these apply:
- You manufacture electrical or electronic equipment in Bulgaria and sell it domestically.
- You import EEE into Bulgaria for sale or distribution.
- You sell EEE into Bulgaria from another EU state.
There is no volume threshold. Register before the first unit is placed on the market. Producers report split into the six Annex III categories defined by the WEEE Directive (2012/19/EU).
Your reporting duties in Bulgaria
Reporting is annual. You file through НИСО for the preceding calendar year, signed with a КЕП, by 31 March of the following year. That cadence covers the annual waste report under Наредба № 1/2014.
The placed-on-market producer reporting may follow a different calendar set by the WEEE ordinance. Every EEE must carry the crossed-out wheeled-bin symbol.
Where the money goes in Bulgaria
The fee structure runs two routes. Join a recovery organisation and pay its tariff, or comply individually and pay the product fee. No official per-unit amount was grounded on a public source.
НИСО charges no registration fee.
The contributions fund the collection and treatment of waste electronics through the chosen compliance route. In 2022 Bulgaria was one of only three EU member states to meet the WEEE Directive's 65 percent collection target.
How Bulgaria polices WEEE EPR
Enforcement runs through ЗУО administrative sanctions. No specific fine range was grounded on an official source. No Bulgarian law requires a marketplace to verify a WEEE producer's НИСО registration number.
The wider picture across all streams sits on EPR in Bulgaria.
The dates ahead for WEEE in Bulgaria
The European Commission opened an evaluation of the WEEE Directive in July 2025, which points to a future revision rather than a rule you must act on today. The Bulgarian scheme is stable under the current directive.
A device with a built-in battery makes you both a WEEE producer and a battery producer, which is two register entries, not one.
