Spain splits producer responsibility across two ministries. Spanish EPR compliance means registering electronics and batteries at the Ministry of Industry and everything else at the environment ministry MITECO, with six streams active as of July 2026.
That two-ministry split is the thing that catches producers out. A mixed catalogue can mean two separate registrations under two separate authorities.

What Spain makes producers responsible for
Six streams carry active duties. Packaging has run for years through Ecoembes and Ecovidrio, and the 2022 packaging decree extended it to commercial and industrial packaging, with scheme membership required from the end of 2024.
Electronics, batteries, vehicles, tyres and industrial oils fill out the active list. Tyres are worth a note, since the 2025 tyre decree requires the RPP registration number to appear on your invoices.
Three more streams are mandated but not yet live. Textiles, furniture and fishing gear were all required by the 2022 waste law, but none of their royal decrees is adopted yet. Only textiles has reached a published draft.
Furniture is still at the earlier pre-draft consultation stage, and the fishing-gear decree has not been drafted at all.
Where you register
The register you use depends on the ministry that owns the stream.
- Packaging, tyres and single-use plastics go in RPP at MITECO.
- Electronics register in RII-AEE at the Ministry of Industry.
- Batteries register in RII-PyA, also at Industry.
Who has to comply
Producers, importers and foreign distance sellers placing goods on the Spanish market are all in scope, and most must join a collective compliance system, a SCRAP.
Electronics producers register either directly or through an authorised representative, and report quantities quarterly rather than once a year.
What changes next
The Spanish pipeline is mostly about streams still being written into law:
- Textiles: a draft royal decree closed consultation in 2025, with adoption expected in late 2026 and scheme membership reportedly from January 2027.
- 12 August 2026: the EU packaging regulation PPWR applies directly across Spain.
Spain is behind on several mandated schemes. The fishing-gear royal decree was due before 1 January 2025 and is still not adopted, so treat furniture, textiles and fishing gear as coming rather than current.
