What packaging EPR costs in Spain
Packaging EPR in Spain is not a flat fee. The cost is the contribution you pay to the collective scheme (SCRAP) you join, set by material type and weight of packaging placed on the market.
Ley 7/2022 requires those contributions to be eco-modulated, so a packaging design that is easier to recycle should cost less than one that is not.
Household packaging has run through Ecoembes and Ecovidrio for years, but RD 1055/2022 extended full EPR to commercial and industrial packaging. SCRAP membership for that segment was required from 31 December 2024.
That is the change that catches B2B producers who assumed packaging EPR did not touch them.
How registration works in Spain
You register in the RPP envases section at MITECO by electronic filing. Once registered, you join a SCRAP (or run an individual SIRAP) and file the annual packaging declaration between 1 January and 31 March for the previous calendar year.
The SCRAP handles collection and recycling on your behalf. Spain publishes no official per-unit rate; what you pay depends on the material breakdown and weight you declared.
Selling into Spain from abroad
A producer not established in Spain must appoint a representante autorizado established in Spain who registers on the producer's behalf. Enforcement runs through the Ley 7/2022 sanctions regime (Título IX, Arts 108-109), grading infractions as leve, grave or muy grave.
Marketplaces such as Amazon require a valid EPR registration number as their own policy, but no Spain-specific statutory marketplace ID-check duty for packaging has been grounded.
The dates ahead for packaging in Spain
The EU packaging regulation (PPWR, Reg (EU) 2025/40) applies directly from 12 August 2026, sitting on top of the national RD 1055/2022 regime.
RD 1055/2022 also provides for a deposit-return system (SDDR) for single-use plastic beverage containers, triggered if the SUP Directive separate-collection targets are not met. The exact trigger status and start date have not been pinned on an official source.
