The Single-Use Plastics Directive makes producers pay for the litter their products become. Cups, food containers, wet wipes, balloons and tobacco filters carry EPR obligations in 22 European markets today, with more phasing in.

Some single-use plastics are banned outright

Since 3 July 2021 Latvia has banned several single-use plastic products from the market entirely: cutlery, plates, straws, stirrers, cotton-bud sticks, balloon sticks, expanded polystyrene containers and oxo-degradable plastics. EPR covers what is still allowed, not these.

Does Latvian SUP EPR apply to you

Single-use plastics EPR in Latvia is the stream where the most overlaps converge. The SUP Law transposes Directive (EU) 2019/904, and many SUP items are also packaging. One cup can owe both a packaging NRT or PRO obligation and a SUP litter-cost obligation.

Imagine you import disposable food containers into Latvia. You are the producer because you first place the product on the Latvian market. Your obligation covers both the SUP EPR and, if the container is packaging, the packaging NRT.

EPR cost coverage phased in through end-2024. Tobacco filters from 5 January 2023. Food containers, cups, lightweight bags, wet wipes and balloons by 31 December 2024.

There is no central SUP producer register. Producers set up or join a producer responsibility system (RAS) under the Cabinet Regulation for plastic products. Some SUP items also carry NRT rates as "environmentally harmful goods" (Annex 6).
