What single-use plastics EPR costs in Croatia

Single-use plastics EPR in Croatia is one of the country's newest fee streams, live from the end of 2024, and its distinctive detail is the fee basis. The management fee is charged per kilogram of single-use-plastic product under decree NN 137/2024, not per item.

That makes the cost calculation different from most other streams. A food-container producer and a wet-wipe importer both file by weight, and the rate is set by the government decree. No public per-kilogram figure is published.

Selling single-use plastics into Croatia

Imagine you ship plastic food containers from another EU country into Croatia. You are the first to place them on the Croatian market, so you owe the SUP management fee to FZOEU.

But that container could also carry the packaging fee and, if it is a beverage container between 0.2 and 3 litres, the deposit (povratna naknada) at once. A single product can trigger three charges.

Getting your Croatian registration in place

Registration runs through the e-Građani portal into RPPO. A unique registration number is assigned on first login.

A foreign producer cannot self-register. An authorised representative in Croatia registers for each producer separately, uploads the authorisation documents for FZOEU approval, and reports and pays on the producer's behalf.

Where the money goes in Croatia

The fee funds the clean-up and treatment of single-use plastic waste through FZOEU's contracted operators. The covered categories (food containers, cups, bags, wet wipes, balloons, tobacco filters) match the SUP Directive's EPR scope.

Reporting is monthly. You declare the weight of SUP products placed on the Croatian market in the previous calendar month and file in RPPO by the 20th. The fee is due by the end of the reporting month.

What changes next in Croatia

The SUP Directive's broader rules (bans, marking, tethered caps, recycled content) are already transposed and apply today. No new Croatian SUP legislation is dated.
