The cost picture in Hungary

Single-use plastics EPR in Hungary is best read from the cost first, because it is what shapes the rest. The charge is a per-kilogram EPR fee to MOHU, the state concession company, set per KF product code by ministerial decree and multiplied by the quantity you place on the market.

There is no separate scheme fee to a private operator, since MOHU is the single concession holder for the stream. No official per-kilogram single-use plastics figure was published at the time of writing, so treat the rate as set by decree rather than a fixed number.

The third cost fact is the deposit link. Single-use plastic beverage bottles inside the mandatory deposit system pay a joining and service fee to MOHU for that system and are exempt from the EPR fee, so the same bottle is not charged twice.

Where single-use plastics fall in Hungary

The trigger across EPR in Hungary is placing product on the market. For single-use plastics you are a producer if any of these fit.

  • You place single-use plastic products such as cups, food containers or wrappers on the Hungarian market.
  • You place single-use plastic beverage bottles, which also fall inside the deposit system.
  • You import these products into Hungary or ship them to Hungarian households from abroad.

The double-classification trap in Hungary

The catch with single-use plastics is that one product can sit under more than one heading. Many single-use plastic items are also packaging, so the same cup or wrapper can be both a single-use plastic and a packaging obligation, and a plastic bottle is additionally inside the deposit system.

So the practical task is placing each product correctly rather than assuming a single label.

One point stays open. Fishing gear appears in the producer definitions of the single-use plastics rules, but its fee obligations in Hungary were not confirmed at the time of writing, so treat any fishing-gear duty as unconfirmed.

Registering and reporting in Hungary

Registration runs in a fixed order and must be complete before any market activity, then reporting follows a quarterly rhythm.

Small producers and primary agricultural producers are exempt from the waste-authority registration and may instead report and pay annually by 20 January. There is no de minimis that removes the duty, though fees below HUF 1,000 roll up rather than being invoiced each quarter.

Enforcement and what changes next in Hungary

Enforcement sits with the waste authority, which imposes a waste-management fine under Gov. Decree 156/2025. An unregistered producer owes the fee retrospectively, and its right to place products on the market is suspended until registration and the back-fee are settled.

A producer established outside Hungary must appoint a Hungarian authorised representative, the meghatalmazott képviselő. The EU-level bans, marking rules and tethered-cap duties for single-use plastics sit on the stream itself rather than on the Hungarian fee route.
