The Luxembourg definition of a SUP producer
The loi du 9 juin 2022 transposed the EU SUP Directive into Luxembourg law. But single-use plastics EPR in Luxembourg is only partly in force. As of mid-2026, the only SUP category with a formal EPR scheme is tobacco products with filters, run through Valorlux under approval REP N°1/AG-CIG/23.
The following roles carry the obligation for tobacco-filter EPR:
- Manufacturers of tobacco products with filters placed on the Luxembourg market
- Importers bringing filtered tobacco products into Luxembourg
- Distance sellers shipping filtered tobacco products to Luxembourg
Wet wipes and balloons also carry producer cost duties under article 8(3) of the 2022 law, but no scheme exists for them yet, so they are not listed on the AEV REP portal.
Where your products fall in Luxembourg
Tobacco-filter producers join Valorlux and comply through the packaging scheme structure. The AEV publishes a list of the companies registered for tobacco products. Contributions are set by Valorlux; no official amounts have been published.
For foreign sellers, the route is Valorlux membership. A producer established in another EU country may also appoint a Luxembourg authorised representative (mandataire), under article 8(6) of the 2022 SUP law.

The AEV (Administration de l'environnement) REP portal lists four streams: batteries, packaging, EEE, and filtered tobacco products. Other SUP items are conspicuously absent.

The dates ahead for single-use plastics in Luxembourg
The EU SUP Directive set further targets that Luxembourg must meet. By 2029, 90% of plastic beverage bottles must be collected separately. By 2030, plastic bottles must contain at least 30% recycled content.
A SUP item that is also packaging sits under two obligations at once. The packaging duty runs through Valorlux membership, and the SUP cost-coverage layer (where it exists) adds on top.
