Imagine you ship plastic food containers or cups into Cyprus from another country. You are a producer under Part VIA of the Waste Law.
Your duties go beyond a fee. The SUP rulebook layers bans (cutlery, straws, EPS food containers, all oxo-degradable plastic since 2021), product-design rules (tethered caps since 2024, 30% recycled content in bottles by 2030) and marking requirements on top of the cost-coverage duty.
A plastic cup or container can be both an SUP item and packaging, so it may owe an SUP cost-coverage duty and a Green Dot packaging fee at once. Check both streams.

The duty falls on the first business to place a listed SUP product on the Cyprus market.

How registration works in Cyprus
Producers of listed SUP products register directly with the Department of Environment under Art 36E, rather than joining a collective scheme.
There is no collective scheme for SUP. The cost-coverage duty (Art 36C) means producers cover litter clean-up, collection, transport, treatment and awareness costs. No published fee amount or fee basis exists, so the operational cost is undefined on official pages.
What changes next in Cyprus
The announced deposit-return scheme is still in planning and not operational. Plastic beverage bottles are the classic DRS target, but no live deposit exists in Cyprus today.
The enforcement authority is the Department, acting under Waste Law 185(I)/2011. Fine amounts are not published.
