How registration works in Slovenia
Single-use plastics EPR in Slovenia starts with the cost. The decree (UL RS 132/22, in force 29 October 2022) goes beyond a registration fee to impose three distinct obligations: funding collection infrastructure, paying for litter clean-up of SUP products, and running public awareness campaigns.
You register with ARSO via the online application at gea.arso.gov.si/plastika. Registration was required within 60 days of the decree entering into force.
Selling single-use plastics into Slovenia
The following roles are obligated under the SUP decree:
- Manufacturers of SUP products in Slovenia
- Importers of SUP products into the Slovenian market
- Companies placing SUP products on the market under their own brand
- Foreign producers selling into Slovenia (must appoint an authorised representative under Art 6(5))
There is no documented threshold or small-producer exemption.
The three cost layers in Slovenia
The SUP decree splits the cost obligation into three parts. Collection infrastructure covers the physical systems for gathering waste SUP products. Litter clean-up covers the cost of removing littered items from public spaces.
Awareness campaigns fund public information about reducing SUP consumption. Each layer runs through a joint scheme (skupni načrt). The fee amounts are not published in a public schedule.

Reporting is annual. You submit by 31 March for the previous calendar year. The first report was due 31 March 2024 for the 2023 period, and record-keeping has run since 1 January 2023.
