Croatia must stand up a textile and footwear EPR scheme by around April 2028 under the revised EU Waste Framework Directive (2025/1892). It has not transposed the directive yet, so for a clothing or footwear seller the honest advice is to watch for the Croatian instrument and prepare, not register.

Textiles EPR in Croatia does not exist yet. There is no Croatian textile scheme, no register step, no fee and no reporting duty today. Anyone claiming otherwise is wrong.

The only real content is the clock. The revised EU Waste Framework Directive (2025/1892) took effect on 16 October 2025 and gives member states about 30 months, to roughly April 2028, to stand up a textile and footwear EPR scheme.

Croatia has not yet transposed the directive or published a draft ordinance. As of mid-2026 there is no Croatian instrument to act on.

Does Croatian textile EPR apply to you

Not yet. Once a scheme exists, the duty will most likely fall on the first business to place textiles or footwear on the Croatian market:

  • Domestic manufacturers selling in Croatia.
  • Importers bringing textiles or footwear into Croatia.
  • Foreign sellers shipping to Croatian customers.

Given Croatia's single-counterparty model, a future textile scheme would likely run through FZOEU and RPPO like every other stream. But that is an expectation, not law.
