The law that puts textiles EPR on Norway's horizon
Textiles EPR in Norway does not exist as a national scheme yet. The driver is the EU, specifically the revised Waste Framework Directive (Directive (EU) 2025/1892), which entered into force on 16 October 2025 and makes textile and footwear EPR mandatory across the EU and the EEA.
Norway is expected to follow through the EEA, like its other upcoming EPR streams, but it has not proposed legislation. For now there is a deadline on the horizon and nothing to register into.

Once a scheme exists, it will follow the EU model. You are likely to be caught if you place textiles or footwear on the Norwegian market as one of these:
- a producer manufacturing textiles in Norway
- an importer bringing textiles to the Norwegian market

Who has to register for textiles EPR in Norway?
Nobody yet, because Norway has no textile EPR scheme. When one arrives under the EU directive, producers, importers, own-label brands and distance sellers placing textiles or footwear on the market are expected to be covered.

No fee is published, because no scheme exists. The EU directive sets the shape, a per-product fee funding collection, sorting, reuse and recycling, but the Norwegian basis has not been set.
What happens if I sell without registering?
There is no producer registration to breach yet. The only live duty is the separate collection of textile waste since 1 January 2025, enforced under Norway's general waste rules, not a textile EPR penalty.
Which register covers textiles in Norway?
None. There is no textile producer register in Norway as of mid-2026, only a working-group report from 2023 and the EU timeline pointing to schemes by 17 April 2028.
