Textiles EPR in Poland

Textiles is Poland's only producer duty that has not started yet. There is no Polish act, no registration and no fee, only an EU directive deadline forcing a scheme into place by around April 2028.

Textiles

Textile EPR is Europe's next compliance wave. Four countries already run schemes, and the revised Waste Framework Directive obliges every member state to have one by April 2028. If you sell clothing, footwear or household textiles, the clock is running.

Municipal collection is not a producer duty

Municipal separate collection of textiles has been mandatory in Poland since 1 January 2025. That is a municipal obligation, not a producer registration, and it does not create an EPR duty for producers yet.

Selling textiles into Poland

Imagine you manufacture clothing in another EU country and sell it into Poland. Today, you face no textile EPR obligation. No registration, no reporting, no fee. That changes once Poland transposes the directive.

When it does, textiles EPR in Poland will run through the same BDO that covers every other producer duty under EPR in Poland. The ministry has signalled drafting work, but no bill is public.

When the scheme goes live, you can expect the obligation to fall on whoever first places textile products on the Polish market. That will include manufacturers, importers, and own-brand sellers.

The directive's scope covers clothing, household textiles, and footwear, though Poland's implementing act will define the final boundaries.

No threshold, authorised representative route, penalties, or reporting cadence has been established, because no scheme is in force.
