What Directive 2025/1892 means for Romania
Textiles EPR in Romania is not yet in force. Directive (EU) 2025/1892 (the revised Waste Framework Directive) sets two deadlines: transpose by 17 June 2027, and EPR schemes operational by 17 April 2028.
Micro-enterprises (fewer than 10 employees and turnover below EUR 2 million) get one extra year, until 17 April 2029.
No Romanian textile EPR law, register, fee, penalty, or authorised representative mechanism exists yet.
Who the textile rules will cover in Romania
The directive will require producers placing textiles and footwear on the Romanian market to register and fund collection, sorting, reuse and recycling. Check whether you will be covered:
- You manufacture clothing or footwear sold in Romania
- You import textiles into Romania
- You sell textiles under your own brand in Romania
- You are a distance seller shipping textiles to Romanian end-users
The directive will include eco-modulated EPR contributions, but no Romanian scheme or fee exists yet. Unlike streams such as packaging or WEEE, there is no register to apply to today and no authorised representative mechanism in place.
What Romania already requires
Separate collection of textiles has been mandatory in Romania since 1 January 2025 under OUG 92/2021. This is a collection infrastructure duty, not a producer EPR scheme.
