Where Maltese textile EPR stands today
Directive (EU) 2025/1892, the revised Waste Framework Directive, entered into force on 16 October 2025 and requires every EU member state to have textile and footwear EPR schemes operational by around April 2028. Textiles EPR in Malta does not exist yet, but Malta is not starting from zero.
ERA commissioned a feasibility study (PwC, 2024-25) on expanding EPR to additional waste streams including textiles. Non-packaging paper is also in public consultation (L-0007-2026). This puts Malta a step beyond bare compliance and into active planning.
The Maltese definition of a textile producer
Once the directive is transposed, you will be a textile producer in Malta if you check any of these:
- You manufacture textiles or footwear placed on the Maltese market
- You import textiles or footwear into Malta
- You sell textiles or footwear into Malta as a distance seller
Micro-enterprises (under 10 employees and under EUR 2 million turnover) get a transitional exemption until around April 2029. The directive requires eco-modulated contributions, an AR mechanism for non-established producers, and marketplace duties.
The dates ahead for textiles in Malta
The EU calendar is the only hard framework for Malta's textile EPR.
For a small island market like Malta with significant fast-fashion imports, the shape of the scheme matters more than its size. Malta's track record with packaging (ERA registration plus PRO) and the feasibility study suggest the scheme will follow a familiar pattern.
The directive covers both textiles and footwear. Contributions must be eco-modulated to reward durability and recyclability. Authorised representative provisions and marketplace duties are built into the directive, awaiting national transposition.
