Where German textiles EPR stands
Nothing to register, nothing to report, no fee to pay. Textiles EPR in Germany does not exist yet as a producer duty as of July 2026, even as most streams across EPR in Germany already carry live obligations.
The blueprint, though, is now official. On 27 March 2026 the environment ministry published its position paper for a coming Textilgesetz, with consultation closed in April. The draft law itself is still pending, so every design detail below stays provisional.
Where your textiles will fall in Germany
Once the scheme lands, expect scope along these lines:
- You place new clothing, clothing accessories, home textiles or footwear on the German market, which is the position paper's scope.
- You sell secondhand, which keeps you outside, because the producer is whoever first places the new item.
- You run a micro-enterprise, which buys you an extra year before the rules bite.
- You sell into Germany online from abroad. The EU directive deliberately reaches e-commerce, while the German specifics are not yet defined.
Germany's textiles pipeline
One duty already binds. Municipalities have had to collect textiles separately since 1 January 2025, a municipal duty rather than a producer one.

The architecture will feel familiar. The position paper plans OfH organisations, the model Germany just built for batteries, with municipalities and charitable collectors keeping their role.
Once fees exist, EU rules point to eco-modulation for textiles, with durable and recyclable garments paying less. Until the Textilgesetz draft appears, the practical move is preparing product data for the four product groups.
