Packaging EPR in Croatia is the clearest case of the double charge. Sell a bottled drink and you owe two separate things on the very same container: the packaging management fee to FZOEU and a deposit.
Every other type of packaging carries the management fee alone, so the double charge only bites on beverage containers inside the deposit system.
Does Croatian packaging EPR apply to you
Croatia runs packaging through a single state counterparty, FZOEU, with no private PROs to choose between. The duty falls on the first business to place packaged products on the Croatian market:
- You manufacture packaged products in Croatia and sell them domestically.
- You import packaged products into Croatia for sale or distribution.
- You sell packaged products into Croatia from abroad.
There is no volume threshold. The first unit placed triggers registration.
Getting your Croatian registration in place
Registration runs through the e-Građani portal into RPPO. You authenticate with a high-security credential, activate the korisnički pretinac user box, and submit the application form. A unique registration number is assigned on first login.
A foreign producer cannot self-register. An authorised representative in Croatia registers for each producer separately in RPPO, uploads the authorisation documents for FZOEU approval, and reports and pays on the producer's behalf.
Reporting packaging volumes in Croatia
Reporting is monthly. You declare the packaging placed on the Croatian market in the previous calendar month and file in RPPO by the 20th of the current month. The management fee is due by the end of the reporting month.
Reusable and returnable packaging follows a different rhythm: it is reported annually, by 20 January.

The Packaging and Packaging Waste Regulation (PPWR, Reg (EU) 2025/40) applies directly from 12 August 2026. It reshapes the packaging itself, not just the fee, with new recyclability, recycled-content and reuse requirements.
