Before you can sell in Luxembourg
Registration is Valorlux membership. You do not apply to a state authority yourself: Valorlux registers you with the AEV (Administration de l'environnement), which lists each registered packaging company with an AEV number, in the format P24/00035.
The steps are straightforward. Join Valorlux, declare your packaging volumes annually, and pay the contribution the scheme sets by packaging type and weight. Valorlux publishes its Green Dot rates, applied per kg or per unit, with a minimum contribution of 50 euros.
For industrial packaging specifically, the declaration window runs between early January and end of February each year, covering the preceding calendar year. Household packaging timing is set by Valorlux membership terms.
