Penalties for non-compliance in Sweden

Late or failed reporting or registration draws 10 000 kr, and failing to engage or provide an organisation draws 30 000 kr, both from 1 January 2024. Naturvårdsverket can also issue orders backed by fines.

What packaging EPR costs in Sweden

Two fees sit side by side. A flat state supervision fee of 1 250 kr per producer per year goes to Naturvårdsverket, and deposit-return packaging pays a differentiated version of it instead. The bigger fee is the packaging fee set by your organisation, charged on the quantity you place on the market and modulated by recyclability, so packaging that is easier to recycle costs less to fund. There is one break, and it is easy to misread. Producers under one tonne pay no state supervision fee, but that is a fee waiver only. The duty to register and join an organisation still applies at any volume.

How to register packaging in Sweden

Two moves, in order

Join an approved organisation

Engage one of the two approved producer responsibility organisations, Näringslivets Producentansvar i Sverige AB or TMResponsibility AB, which handle collection and recycling.

Register with Naturvårdsverket

Register with Naturvårdsverket before placing packaging on the market, usually through your organisation, in the Producentansvarsregistret e-service.

File your producer details

State your name and contact, your organisation or VAT number, the organisation you joined, and the basis on which you count as a producer. Your registration proof comes from the same e-service.

The Swedish definition of a packaging producer

Start where most foreign sellers start, with no Swedish company at all. Packaging EPR in Sweden reaches you the moment you place packaging on the market here, whether you have a local base or ship in from abroad.

The edge that trips people up is the marketplace. A digital marketplace counts only as an intermediary, not the producer, so the individual seller carries the producer responsibility even when the platform handles the sale.

Beyond that the core is broad. If you fill, import or sell packaged goods onto the Swedish market you are a producer, and the duty applies whatever the quantity.

The Swedish reporting rhythm for packaging

Reporting is annual. You report the weight of packaging placed on the Swedish market the prior calendar year, broken down by material type, to Naturvårdsverket by 31 March.

The organisation you joined usually files this on your behalf, but the duty to see it done stays with you.

Distance sellers and Sweden

Unlike electronics and batteries, packaging does not force a foreign seller to appoint anyone. A producer with no Swedish base may appoint a Sweden-based authorised representative by written power of attorney, but is free to register directly instead.

The deposit split and coming EU rules in Sweden

The deposit rule carries its own teeth. Plastic beverage bottles and metal cans must join an approved deposit-return system, marked with pant, run on a separate track by dedicated deposit organisations. Skipping that enrolment draws 30 000 kr.

The bigger change is European. The EU Packaging Regulation applies from 12 August 2026, bringing recyclability grades and recycled-content rules that phase in from 2030, plus PFAS caps in food-contact packaging from the same date.
