Selling packaging into Ireland
Packaging EPR in Ireland changed on 1 January 2023, and marketplaces should take note. Self-compliance was removed on that date, so every major producer placing 10 or more tonnes of packaging on the Irish market with turnover above EUR 1 million must now join Repak.
That makes Repak membership a market-access gate. A producer who does not join cannot lawfully fulfil the obligation.
Smaller producers below the threshold still carry take-back obligations under the packaging regulations (S.I. 282/2014), but they are not required to join Repak.
Does Irish packaging EPR apply to you
The producer test asks who first places the packaging on the Irish market. That includes fillers, brand owners and importers. A distance seller shipping packaged goods into Ireland from abroad falls under the same rule.
No authorised representative route exists for packaging under current Irish law. A foreign seller joins Repak directly. The PPWR (Reg (EU) 2025/40) adds a producer register and AR duties for non-established sellers from 12 August 2026.
Your reporting duties in Ireland
Report annually through Repak the quantities of packaging you place on the Irish market. No specific filing date is published centrally, so check with Repak for the exact deadline.
There is no separate PRL registration for packaging. Repak handles the scheme membership, reporting and fee collection in one place.
The deposit carve-out in Ireland
Beverage containers now sit under Re-turn, the deposit return scheme live since 1 February 2024. In-scope containers (PET bottles, aluminium and steel cans from 150 ml to 3 litres) are carved out of packaging EPR to avoid double charging.
A drinks producer deals with both schemes. In-scope containers go through Re-turn. The rest of the producer's packaging still runs through Repak. Producers of in-scope containers must register with Re-turn before selling.
If you have no Irish establishment
Current Irish packaging law does not include an AR mechanism. A foreign seller joins Repak directly, like a domestic producer.
From 12 August 2026 the PPWR adds a producer register and an authorised representative route for non-established sellers, though it is not yet confirmed which Irish body will run that register.
