Packaging EPR in Cyprus has run since 2002, making it the oldest and most built-out stream on the island.
If you sell packaged goods to Cypriot businesses, your Cypriot importer is the producer and joins Green Dot Cyprus. If you sell direct to Cypriot end users from abroad, you are the producer yourself, and Green Dot Cyprus signs up foreign companies directly.
Since 12 August 2026 the EU packaging regulation (PPWR) also requires that direct seller to appoint an authorised representative. Cyprus has not yet said how the representative is recorded.
Where packaging producers register
Registration means joining Green Dot Cyprus (the licensed collective system) or running an individual system approved by the Department of Environment.
There is no standalone public producer portal. Your registration sits behind the scheme you join.
The Cypriot definition of a producer
The duty falls on manufacturers filling or packing goods for the Cypriot market, importers bringing packaged goods into Cyprus, own-brand sellers, and distance sellers shipping to Cypriot buyers.
No small-producer exemption is published. The duty attaches to placing packaging on the market.
Where the money goes in Cyprus
Green Dot Cyprus charges a scheme fee based on the weight and material of packaging placed on the market. The fee funds collection, sorting, recycling and recovery of packaging waste across the island.
Fees are published per material type and set annually by the scheme. No single official rate is quoted because amounts change yearly. There is no separate government register fee for packaging.
Reporting to Green Dot Cyprus is annual. Producers submit packaging declarations stating the quantity and material of packaging placed on the market. The scheme files annual recovery and recycling reports to the EU via the Department. No exact producer-facing deadline is published.
How Cyprus polices packaging EPR
The Department enforces packaging EPR through inspections and fines. Non-compliant producers have been subject to enforcement action. Fine amounts are not published, but the practical consequence of not joining a scheme is that you have no legal cover for the packaging you place on the market.
The forward shift is the PPWR (Regulation (EU) 2025/40), which applies directly from 12 August 2026. It adds product-level rules on recyclability and minimisation on top of the existing fee system in Cyprus.
A deposit-return scheme has been announced but is still in planning, so no double-charge exists today.
