The forward shift is the PPWR (Regulation (EU) 2025/40), which applies directly from 12 August 2026. It adds product-level rules on recyclability and minimisation on top of the existing fee system in Cyprus.
A deposit-return scheme has been announced but is still in planning, so no double-charge exists today.
