Selling packaged goods into Czech Republic
Packaging EPR in Czech Republic reaches every business that places packaging on the market, and it catches foreign sellers who assume a small volume keeps them clear.
Whether the duties bite comes down to a single threshold test, not your size back home. Fail that test and you must register in Seznam osob and join a scheme before your goods reach Czech shelves.
Getting your Czech registration in place
Packaging sits under the Packaging Act (No. 477/2001, reformed in 2020 by Act 545/2020) and registers in Seznam osob, separate from the Seznam výrobců used by electronics, batteries and tyres.
You comply through one of two routes, individual registration or an authorised scheme, then file packaging evidence annually.
What you pay and to whom in Czech Republic
Think of the cost in three layers, and unlike most EPR streams, two of them are concrete.
The state charges an 800 CZK one-time registration fee (2,000 CZK for an authorised packaging company) and an 800 CZK annual evidence fee due 15 February, administered by the State Environmental Fund (SFŽP) and collected by customs offices.
On top of that sits the EKO-KOM scheme fee, charged by packaging material and weight. That is the larger cost, but it is set by the scheme rather than by statute.
Enforcement and the dates ahead for Czech Republic
Enforcement runs through the Czech Environmental Inspectorate (ČIŽP) under the Packaging Act. The fee side is administered by SFŽP and collected by customs.
Two changes are coming. The PPWR, Regulation (EU) 2025/40, applies directly from 12 August 2026 and starts reshaping packaging itself with recyclability grades and recycled-content rules.
A deposit-return system for single-use PET bottles and metal cans was government-approved on 10 October 2024 but is not yet enacted and has no confirmed start date. Its stated goal is 90 percent collection by 2029.

Frequently asked questions about Czech packaging EPR
Short answers to what sellers ask most.
Who has to register for packaging EPR in Czech Republic?
Any business that places packaging on the Czech market, unless it stays under both the 300 kg annual volume AND 25 million CZK revenue thresholds of §15. The duty applies to brand owners, importers and online sellers.
Is there a threshold or exemption for small producers?
Yes, but it is a double test. You must stay under both 300 kg of packaging a year and 25 million CZK revenue. Fail either one and the full registration, evidence and take-back duties apply.
Do foreign or online sellers need an authorised representative in Czech Republic?
The obligation falls on whoever places packaging on the Czech market. A packaging-specific pověřený zástupce duty was not separately confirmed, so the route is typically EKO-KOM membership for the party that places the packaging on the market.
What happens if I sell without registering?
The Czech Environmental Inspectorate (ČIŽP) enforces the Packaging Act. Separately, the State Environmental Fund (SFŽP) administers the registration and evidence fees, collected through customs.
