No EMPA number, no market

Without an EMPA registration you cannot trade legally or bid on public tenders in Greece. The producer number is the first thing a buyer or a tender officer checks.

If you have no Greek establishment

A distance seller established in another EU country and selling packaged goods into Greece contracts with a Greek PRO in the same way a local producer does. For e-commerce imports the producer duty is carried by the tax representative. A non-established producer otherwise acts through an authorised representative in Greece, under Law 4819/2021 article 9.

What you pay and to whom in Greece

The money goes to your PRO, and the model is the classic green dot. HERRCO licenses its 'Dot' mark, and the contribution is set by packaging type and weight, flexing with secondary-material prices under the contract. There is no fixed public tariff, and EMPA takes no separate stream fee. A deposit layer now sits on top for drinks. A beverage deposit-return system was adopted by ministerial decision in early 2025 and is being stood up, so a beverage seller faces a deposit alongside the packaging contribution for in-scope containers.

You are in scope if you place packaged goods on the Greek market as a producer, importer or filler. The duty follows the packaging you put out, and no small-producer threshold is stated, so it starts from the first unit.

Lubricant packaging is the one carve-out. It is handled by KEPED rather than the general schemes, so an oil seller splits the waste oils duty from the packaging one.

Your reporting duties in Greece

Reporting runs on two tracks that share a rhythm. You file an annual put-on-market declaration in EMPA by 31 March, and you declare the packaging you placed on the market to your chosen PRO under its one-year participation contract.

The PRO declaration is where the tonnage-by-material detail lives, and it drives what you pay.

What happens if you skip it in Greece

Enforcement runs under Law 2939/2001 and Law 4819/2021, supervised by the agency EOAN, and the practical bite is the trading and tender gate.
