Does Danish packaging EPR apply to you
Packaging EPR in Denmark starts at the register. You must be listed in the DPA producer register before your packaging reaches the Danish market, and the duty follows the packaging, not the product inside it.
That catches cases sellers miss. Ship goods into a Danish shop and the box, wrap and pallet around them are your obligation even when the goods are not regulated. Sell through an online platform and you are still the producer of the packaging you place.
Across EPR in Denmark the trigger is placing packaging on the market. Reusable packaging is the one carve-out: its producers are exempt from the mandatory collective-scheme duty, though they still register.
Registering and reporting packaging in Denmark
Registration runs on virk.dk with MitID Erhverv and DPA rights. You state your packaging types, the materials and your expected quantities, and the register opened for packaging on 1 April 2024.
Reporting is annual and goes to DPA. The window runs 1 January to 31 May, with the deadline on 1 June, and the first packaging report fell on 1 June 2025.
Place under 8 tonnes of packaging a year and you can report it as total packaging without splitting it by category, though the duty itself still applies.
The authorised representative route in Denmark
A foreign EU producer without a Danish establishment appoints an authorised representative to handle the registration.
In practice the representative receives a request in its digital mailbox and registers on your behalf. This gives Denmark a local, accountable contact for your packaging obligations.
How the deposit return system fits in Denmark
Beverage bottles and cans run through Denmark's deposit-return system, the pant, operated by Dansk Retursystem with a return rate around 92 percent. It handles the take-back and recycling of those containers.
The pant is separate from packaging EPR and predates it, but the same beverage packaging is still packaging under EPR. The same bottle you also see on the single-use plastics page can therefore sit under more than one duty at once.
The dates ahead for packaging in Denmark
Enforcement sits with Miljøstyrelsen under the packaging order (BEK 1146/2025), which carries the supervision behind the reporting and scheme duties.
Questions sellers ask about packaging EPR in Denmark
The points packaging producers raise most often about the Danish rules.
What does packaging EPR mean in Denmark?
It means producers register with DPA, report the packaging they place on the Danish market, and fund its collection and recycling through a collective scheme. Full financial responsibility and mandatory scheme membership took effect on 1 October 2025.
Do foreign or online sellers need an authorised representative in Denmark?
A foreign EU producer without a Danish establishment appoints an authorised representative to register and carry the duties. Online platforms may also require your registration number as their own policy.
When are packaging reports due in Denmark?
Annually, on 1 June, covering the previous year. The reporting window runs from 1 January to 31 May, and the first packaging report fell on 1 June 2025.
What changes next for packaging EPR in Denmark?
The EU PPWR applies directly from 12 August 2026 and changes the packaging itself, with rules on recyclability and recycled content. It sits on top of the Danish registration and reporting duties already in force.
Is the deposit scheme part of packaging EPR in Denmark?
No. The deposit-return system, the pant, is a separate scheme run by Dansk Retursystem for beverage bottles and cans. Those containers are still packaging under EPR, so a beverage bottle can carry both a deposit and a packaging obligation.
