How Dutch packaging EPR is organised
Packaging EPR in Netherlands runs through Verpact, the private scheme that holds the declared agreement. There is no separate government packaging portal, so registration is a scheme step from the start, and foreign firms selling directly to Dutch consumers register and pay the same way.

What and when you report in the Netherlands
Two filings sit behind the single word reporting, and they are not rivals for one date. The Verpact tonnage declaration covers all packaging placed on the market, per material, and its filing period runs until 31 March of the following year, with costs pre-financed on an estimate.
The second is the statutory prevention and recycling report under the Besluit beheer verpakkingen, due before 1 August for the preceding calendar year. Enforcement of both sits with ILT and the NVWA under the Wet milieubeheer, and no fixed fine amount is published.
Who the packaging rules cover in the Netherlands
Producers, importers and fillers who place packaging on the Dutch market are in scope, but a threshold decides who actually pays:
- Above 50,000 kg of packaging a year: full registration, declaration and contribution
- Below it: exempt from all three
- Fiscal-unity members who together cross the line: still caught
