Packaging EPR in Hungary starts with what counts as packaging. If you place packaged goods on the Hungarian market, the material around the product is your obligation, sorted by KF product code by material, whether it is a sales box, a shipping wrap or a filled beverage container.
Picture the common case. You ship packaged goods into Hungary from another country and sell them to Hungarian buyers. From the first consignment you are a producer, because placing packaging on the market is the trigger across EPR in Hungary, with no minimum quantity that removes the duty.
That holds whether you are a domestic filler, an importer, or a distance seller shipping to Hungarian households. The one you cannot assume away is the household distance sale, which counts as placing packaging on the market just as a local sale does.
Getting your Hungarian registration in place

What you pay and to whom in Hungary
The deposit interaction is the fact most worth getting right. Beverage containers inside the mandatory deposit system, live since 1 January 2024 under Gov. Decree 450/2023, pay a joining and service fee to MOHU for that system and are exempt from the packaging EPR fee.
So a drinks producer does not pay both on the same container. Any other packaging it places, such as outer cartons or shrink wrap or bottles outside the deposit scope, still carries the EPR fee. The same logic reaches single-use plastics bottles that sit inside the deposit system.
If you have no Hungarian establishment
A producer established outside Hungary must appoint a Hungarian authorised representative, the meghatalmazott képviselő, who registers and reports on its behalf.
There is no individual-fulfilment option for packaging, so compliance is collective through MOHU only. There is also no statutory marketplace ID check written into the packaging rules, so when a platform asks for a registration number that is its own policy rather than a legal gate.
The dates ahead for packaging in Hungary
Enforcement sits with the waste authority, which imposes a waste-management fine under Gov. Decree 156/2025. An unregistered producer owes the fee retrospectively, and its right to place packaging on the market is suspended until registration and the back-fee are settled.
The forward story is European. The Packaging and Packaging Waste Regulation, Reg (EU) 2025/40, entered into force on 11 February 2025 and applies directly in Hungary from 12 August 2026. It tightens the packaging itself, on design and recyclability, rather than changing the MOHU fee route.
